The Universe is happily going about its business in a balance never previously challenged until a strange unpleasant smell is detected in an outer solar system. It's exact source is unclear until an irritating noise is heard from Zoobus 13, a planet long abandoned since the Acirema virus mutated the naked apes into a viscious  destructive creature that had no place in  Galactic nature. It had always been assumed that the apes would destroy each other quickly, as had happened before on other planets.
An agent (Oscar Turner) is sent to Zoobus 13 to find out what was happening.
Arriving naked one day he soon discovers that these apes had created a strange society based on an unsustainable, ill thought concept of infinite developement.
Oscar sets out to disrupt the complex political power structure from within by quickly adapting to the mutated ape's behaviour using his vast experience in psychic cloning.
Cyril Barker, a defunked journalist from Bristol , a small state in Northern Zoobus 13, meets Oscar Turner and has a strange experience that changes his life forever.
When the President of a large State disappears in the company of Oscar and the whole world is looking for him, Cyril Barker sets out to find him.

Using interviews with people that encounter Oscar Turner, Cyril Barker traces his journey and understands how Oscar manages to achieve the ultimate act of terrorism, as well as finding himself with a very big problem after being accidentally picked up by Oscar's escape transporter.
